Construction is well underway on the new Woden Bus Depot with significant progress made on site since the second phase of works began in November 2022.

In the second half of this year work will start to install additional traffic lights at the intersection of Athllon Drive and Shea Street to facilitate access in and out of the bus depot.

Project description

Construction is underway on Woden Bus Depot.

Major construction works are underway for the new Woden Bus Depot at Phillip.

The depot on the corner of Athllon Drive and Parramatta Street was decommissioned in the mid-1990s as there was sufficient capacity at the Belconnen and Tuggeranong depots at the time. Recent growth in the ACT however calls for the redevelopment of the site to accommodate the growing Transport Canberra bus fleet.

The new depot will improve the efficiency and reliability of the Transport Canberra bus service as buses can be garaged closer to the areas they service, creating less out of service running and a more responsive and flexible operation.

Phase 1 works started in 2019 and were completed in early 2022. They included:

  • demolition of existing buildings
  • decontamination of the site and removal from the Decontaminated Sites Register
  • relocation of water and sewerage services onsite
  • development of a detailed design package.

Phase 2 started in November 2022 and comprises below key features.

Key features

  • Bus shelter for 100 buses, providing fully roofed parking and including a bus wash and refuelling area. The bus shelter is designed to support a future photovoltaic solar array.
  • Bus maintenance facilities including 12 service bays, a panel shop, tyre change and cleaning bays and storage space for parts. This will incorporate a single storey workshop administration area and staff amenities.
  • Separate two-storey operations building.
  • Additional traffic lights at the Athllon Drive and Shea Street intersection to facilitate access to and from the depot including a bus-only turning lane at the intersection.
  • On-grade staff carparks at Bellona Court, one being on an additional site adjacent to Bellona Court, across Townsend Street.
  • Paving works to facilitate bus movements, site fencing, gates, a waste enclosure, and landscaping.
  • Provisions to accommodate a zero-emissions bus fleet in the future, responding to the Government target of zero Government transport emissions by 2045.

Construction

Start date: November 2022

Expected completion date: late 2024

Since construction began, the following activities have been achieved on site.

  • Operations building is constructed with fit-out now underway including cladding, internal walls and services.
  • The workshop is taking shape with the structural steel and roof sheeting complete. The workshop pit construction is continuing with precast wall panels installed and waterproofed. The workshop administration building has been constructed and the fit-out is underway with external cladding works and flooring nearing completion.
  • The structural steel for the bus shelter including the roof sheeting is complete. Significant progress is also being made in readiness for the fuel farm which is a group of aboveground fuel storage tanks linked to one another.
  • Concrete pours for the external paving, including beneath the bus shelter, are currently underway and bulk earthworks are progressing for the east staff carpark.
  • Completion of building related works and the start of landscaping works.
  • Continuing paving works within the depot and asphalting of carparks with heavy vehicles entering and moving around site.
  • Works associated with the supply of high voltage cables and associated infrastructure along Athllon Drive from the Wanniassa substation to the Woden Bus Depot.
  • Works associated with the installation of the zero emissions bus charging infrastructure including bus battery chargers, cabling and other associated infrastructure.
  • Completion of works associated with the east and west carparks including asphalting and line marking.
  • Upgrades at the Athllon Drive/Shea Street intersection to enable the safe entry of buses in and out of the Woden Bus Depot.

Traffic and pedestrian access

Access to the site will be via Parramatta Street and parking for construction vehicles and all workers will be provided within the construction site footprint.

Access to businesses and for pedestrians will be always maintained. Depending on site activities there may be temporary detours in place however these will be signed to help pedestrians move around the site.

Following development application approval in October 2023 for Block 3 Section 106, from Tuesday 30 January 2024 the existing unsealed carpark bordered by Bellona Court, Townshend Street and Parramatta Street closed permanently to the public. Initial site works were completed with construction activities expected to start earlier this month. We are awaiting approvals from Icon Water which are necessary prior to these construction activities beginning. We expect to start works at this location in April 2024.

We have heard from local businesses about the lack of carparking facilities for their customers. In response to this feedback, we have worked with the contractor to reduce the site fencing footprint along Bellona Court and reinstate access to 12 parking spaces. We will continue to work with you throughout the construction phase to minimise impacts where possible. Following the completion of construction and commencement of operations at the bus depot, the ACT Government will review parking restrictions within the Phillip Business District to determine if changes can be made to benefit the local businesses.

In the second half of this year work will start to install additional traffic lights at the intersection of Athllon Drive and Shea Street to facilitate access in and out of the bus depot. In addition to traffic lights, a new bus-only turning lane will be constructed at the intersection to accommodate buses entering the depot. A plan showing the layout of the completed intersection upgrade is available.

There will be temporary traffic management in place during construction including both lane and full road closures where required. We will provide further information ahead of construction beginning.
