Road lane and pathway closure permits

If your activity requires temporary closure of a public road lane or pathway, for a full or part day, you must obtain a permit before the closure can take place.

A permit is required under the Public Unleased Land Act 2013 if your activity changes how public unleased land is used or affects public access to that land.

Road lane and pathway closure permits may be issued for up to 3 years.

If the road lane and pathway closure is part of a larger activity that involves the use of other public land, such as a verge or nature strip, storing equipment or a construction site compound, see placing an object on public land.

If the closure is part of an event, such as a triathlon, fun run, festival etc, see event bookings on public land.

How to apply for a permit for a temporary closure of a road lane or pathway

This process only covers permits for the temporary closure of a road lane or pathway.

If your activity requires a Temporary Traffic Management (TTM) plan, you must obtain approval before applying for a permit. For more information, see temporary traffic management.

Apply for a permit to temporarily close road lane or pathway:

  1. Complete the fee calculator template [XLS 33.2 KB] where required (refer to Public Unleased Land (Fees) Determination 2026 (No 1)) and submit it for approval with your Temporary Traffic Management (TTM), if applicable (see Fees and Charges )
  2. Obtain approval for your Temporary Traffic Management (TTM) (Please refer to the following for requirements - Roads ACT TTM application
  3. Complete the permit application form
  4. Upload the required documents:
    1. approved temporary traffic management plan
    2. fee calculator spreadsheet (as submitted with your TTM)
    3. current public liability insurance certificate (min $20 Mil)
  5. Pay the application fee (if applicable).

Once your application has been submitted, you will receive an automated response by email.

Once your application is approved, an invoice will be issued based on the information provided in the fee calculator either as a one off-payment, or quarterly payments for long-term closures.

Important: If you choose quarterly payments, you must submit an updated fee calculator of your actual road lane and pathway use within 7 days after the end of each financial quarter. Email the updated fee calculator to: ced.publiclanduse@act.gov.au.

The map can also be used to identify the land use tier zone where this may be applicable to your activity. For example, if your activity involves placing an object on public land or an event on public land.

Fee calculator

The fee calculator, when required, must be completed and uploaded to your permit application.

  1. Download the fee calculator template [XLS 33.2 KB]
  2. Enter the details of your proposed closure
  3. Complete all the required fields
