Early works and design review


From January 2026, applicants may opt out of Design Review for the following activities:

  • Driveways crossing a verge
  • Stormwater ties
  • Kerbside residential waste collection / onsite commercial waste collection
  • Footpaths
  • Streetlight relocation up to 5 m
  • Trees planted within grassed / organic street verges (paved areas are excluded)

Applicants who opt out will not receive a Letter of Design Review (LoDR). Early Works Approval is waived. Asset Acceptance and COOU can proceed without LoDR. Engineering certification remains mandatory, by way of the certification forms:

Every development that is required to obtain a Letter of Design Review needs to meet the following criteria.

Early works submissions

Early works submissions can be requested ahead of lodging a formal Design Review submission to the Design Review and Asset Acceptance (DRAA) team to commence preliminary construction activities, such as:

  • Demolition
  • Clearing and grubbing
  • Earth works

Early works submissions may be requested if there is a need to commence these preliminary construction activities after obtaining a Notice of Decision. These approvals are issued by DRAA and the normal approval time is 10 working days.

Early works submissions should be lodged via the ProjectWise Portal. Please be aware fees and charges apply for all early works submissions.

Lodgement of Design Review submissions

All post DA submissions must be lodged by the Consultant for the development via the ProjectWise Portal as per the process (PDF 1.0 MB).

Users with valid licences can login remotely to the ProjectWise and Summary Works as Executed portals from this page on a 24/7 basis.

Single block, infill developments

These requirements should be used for infill, residential and/or commercial developments within a single block. It specifically excludes developments which require subdivisions, or the creation of new infrastructure networks.

When lodging a Design Review submission please note the following requirements:

  1. Documentation as per Ref 06A Requirements for design review submission - infill developments (PDF 1.0 MB)

  3. TCD transmittal form (if applicable)
  4. Waste and Recycling Management Plan (EXL 190.5 KB)

All other development submissions

When lodging a Design Review submission please note the following important requirements:

  2. Ref 06 - Design Review submission cover sheet (PDF 1.3 MB)
  3. TCD transmittal form (if applicable)
  4. Waste and Recycling Management Plan (EXL 190.5 KB)

Assessment process

The Design Review process includes the following steps:

  1. Consultant lodges the submission as per above document requirements. Submissions from individual consultants for separate elements of work for the same project and in the same location must be presented together.
  2. We undertake a content check to ensure the minimum requirements for lodgement of a Design Review submission is met. An acknowledgement email will be issued the same day for submissions received prior to 12 pm each business day. Submissions received after 12 pm will receive an acknowledgment email the next business day.
  3. Incomplete submissions and those which do not meet all the requirements are returned to the consultant for completion.
  4. The Directorate issues a Letter of Design Review once all requirements are met.

Fees and charges
