Estate development plans


Subdivision Design Applications are required for proposed subdivisions of land in the ACT under Section 43 of the Planning Act 2023. These applications are made to the Territory Planning Authority.

Identify the need for a subdivision design application

The preparation of a subdivision design application for new estates is required when the development proposal:

  • creates or consolidates blocks; or
  • creates or removes roads; or
  • involving land use zone, design and construction requirements for future development on the land the subject of the application.

However, it does not include a development proposal that is limited to changing a block boundary or subdividing land under the Unit Titles Act 2001.

Review process

The Directorate will advise on and endorse landscaping, roads, and other infrastructure in a proposed subdivision design application for new estates.

Submission process

Prior to the lodgement of a subdivision design development DA, all applications should be submitted to the Territory Planning Authority, who may then refer the submission to TCCS (along with other relevant entities) for review.

It is recommended that you seek advice from the Territory Planning Authority about all pre-DA lodgement requirements associated with a subdivision design application. For more information, please see General Advisory Note GAN07.

The relevant documentation must also comply with the applicable Standard Codes and Guidelines.
