Electric vehicle charging infrastructure licence


The Electric Vehicle Charging Infrastructure Operational Policy (PDF 3.7 MB) applies to proposals for electric vehicle charging infrastructure and associated works on ACT Government land including public car parks.

The policy aims to support the expansion of the electric vehicle charging network, for example, by streamlining licence applications for electric vehicle charging stations on public land.

If you would like to apply for a licence, please follow the steps outlined below.

Pre-lodgement enquiries

Prior to lodging a licence application you can reach out for assistance via email to TCCS.DCDevelopmentCoordination@act.gov.au.

As custodians of the Electric Vehicle Charging Infrastructure Policy, we can assist with enquiries relating to the application of the policy itself, as well as enquiries regarding selection of electric vehicle charging station locations.

Confirmation of development application status

Once you have identified a preferred location for a proposed EV charging station, you need to determine whether your proposed site is on ACT Government land and exempt from a development application.

You can check if your proposed site is on ACT Government land via ACTmapi.

Advice about development application exemptions is available through a registered building certifier.

Apply for licence

If the proposed site is on ACT Government land and exempt from a development application, you can lodge an application with the territory planning authority via an online form.

Before you lodge your application, check out the licence application list of requirements.

Circulation of licence applications

Once your licence application is received by the territory planning authority, they will circulate the documents to the following ACT Government agencies for consideration and assessment*:

  • TCCS (Development Planning) to gain in principle support from the land custodian and determine compliance with policy principles
  • EvoEnergy
  • the Climate Change Division within EPSDD
  • the Utilities and Technical Regulatory team within Access Canberra
  • the Emergency Services Agency.

The referral agencies will review your application and provide their comments within five business days. Comments received from ACT Government agencies will be considered by the territory planning authority.

If your licence application is supported to proceed, you will receive a letter of support via email and can proceed to Step 4.

You will also be informed if your application is not supported or requires further information.

* Nil responses from agencies will be deemed as approval. Some applications may require additional circulations as deemed necessary by the authority or the custodian. This may extend estimated timeframes.

TCCS works approval

If your application is approved, you must prepare and submit detailed design documentation and obtain works approval issued via a Letter of Design Review.

The documents required to review your design, in conjunction with standard design review submission requirements as per Reference Document 6A, include but are not limited to the following:

  • Site compound / material storage plan (for EV charging stations only)
  • Ref 06A – Design Review submission cover sheet for infill developments (PDF 1.0 MB)
  • Temporary Traffic Management Plan – must be approved by Roads ACT (for EV charging stations only)
  • Landscape Management and Protection Plan – must show protection fencing during construction and be approved by Design Review and Acceptance (for EV charging stations only)
  • Dilapidation report – showing all pre-existing damage to the area. Must be approved by Design Acceptance (for electric vehicle charging stations only)
  • Asset management and maintenance plan – must demonstrate how the EV charging infrastructure will be maintained, serviced, and repaired to ensure reliability for customers. The plan can cover the network level as opposed to the detailed individual asset level for each site
  • Traffic Control Devices Plan – showing the design of permanent traffic control devices including signs and lines.

If your proposal requires offsite work, for example modifying existing parking bays, kerbs or installing signage, you will need to lodge a layout plan and detailed construction plan. Please see Reference Document 06A.

Please submit your proposal including relevant documents via email to Design Review and Asset Acceptance at TCCS.DCDevelopmentCoordination@act.gov.au.

Following review, works approval will be issued via a Letter of Design Review.

Granting of licence

If your design is approved, you will receive a Letter of Design Review.

You will need to provide your Letter of Design Review to the territory planning authority which will then prepare a draft licence for you to review and sign.

Once you have signed and returned the draft licence to the territory planning authority, they will execute the licence. A copy of the final licence will be provided to you via email for your records.

Construction and installation of equipment

You will need to continue to liaise with TCCS to coordinate site access, signage installation and changes to parking arrangements. If amendments to pay parking machines are required, you will also need to liaise with Access Canberra Parking Operations via email at parking.operations@act.gov.au.

Operational acceptance

Once the approved EV charging infrastructure is constructed on site, as per approved drawings, an Operational Acceptance certificate will be issued to you commissioning the operation of the EV charging station. A Final Acceptance certificate will be issued after a 12 month defects liability period.

Additional documents or further information may be required during or after assessment of any application.

Licence applications

All enquiries related to licence applications to be forwarded to Licences@act.gov.au.

  • Online application form
  • Certificate of Registration of Business or ASIC register search
  • Certificate of Currency for insurance of the licensee with minimum Public Liability Insurance of $20,000,000 ($20 million)
  • Site Plan, encroachment plan, elevation plan, location plan, area plan (one or multiple as applicable)
  • Risk Assessment Plan
  • Statement against criteria (refer to electric vehicle charging infrastructure policy for details on requirements).
