Pialligo pedestrian and traffic improvements


Current update

Construction is progressing on the pedestrian and traffic upgrades along Beltana Road.

Following significant rain events in November and December 2023, and continued rain in early 2024, there have been areas of subsidence (sinking) beneath sections of completed works along Beltana Road.

This has impacted the completion of all planned works, with some of the current works to be postponed and included with the upcoming road rehabilitation works. In addition, the one-way arrangements currently in place will remain to ensure safety of road users. Further details below.

Project description

Construction is underway on Pialligo pedestrian and traffic improvements.

The ACT Government is improving pedestrian and traffic infrastructure within Pialligo. The 2013 Masterplan for Pialligo identified opportunities to improve pedestrian and cycle connections as well as upgrade Beltana Road to provide a safe and attractive streetscape. This included maximising opportunities for people to walk and cycle, reducing the conflict between pedestrians and vehicles and incorporating signage and other elements that define entries to businesses and help people find their way around.

In addition to these improvements, significant repairs will be carried out to Beltana Road including a new road surface and stormwater infrastructure.

This project is jointly funded between the ACT and Australian Governments under the Commonwealth’s Infrastructure Investment Program.

Key features

  • Left-out only traffic arrangement from the intersection of Beltana and Kallaroo Roads, onto Pialligo Avenue.
  • Changes at the Pialligo Avenue and Terminal Avenue intersection to include a new straight-through lane for citybound traffic on Pialligo Avenue through the intersection.
  • A shared path for pedestrians and cyclists from the intersection of Pialligo Avenue and Beltana Road, running along Beltana Road to the Kallaroo Road intersection.
  • Road pavement treatment and landscaping at the entrance to Beltana Road from Pialligo Avenue, acting as a marker for road users to make them aware they are entering a lower speed environment.
  • 2 new raised pedestrian crossings, one at either end of Beltana Road. These will be red coloured asphalt and are designed to slow vehicles and make it safer for pedestrians.
  • Provision of up to 60 formalised parking spaces, particularly in close proximity to the commercial areas.
  • 4 new concrete medians designed to slow vehicles and make it safer for traffic and pedestrians.
  • New landscaping that aligns with the rural nature of the area including rain gardens in the verge and a variety of grasses and shrubs.

In 2024 pavement rehabilitation works will be carried out on Beltana Road. These works will create a smooth, more resilient road for safer travel and better driveability. The repairs are significant and will include:

  • removal of existing road pavement
  • repairs to kerbing
  • placement of new road pavement
  • new stormwater infrastructure
  • line marking and signage.

As part of these works, the raised crossings, traffic islands and incomplete landscaping elements of the pedestrian and traffic improvements, will be completed.

Following significant rain events in November and December 2023, and continued rain in early 2024, there have been areas of subsidence (sinking) beneath sections of completed works along Beltana Road. This has impacted the completion of all planned works, with some of the current works to be postponed and included with the upcoming road rehabilitation works. It has also required a revision of the road rehabilitation design to include additional stormwater infrastructure.

Beltana Road will remain one-way throughout 2024 until the road rehabilitation works are completed. This is necessary for the safety of road users as the one-way ensures vehicles are only travelling on sections of the road which have not been damaged by the significant rainfalls. We are looking at improvements to these arrangements, particularly around business/residential driveways, to provide two-way traffic and will provide an update on this as soon as possible.

The first stage of works completed are:

  • the new left-out from Beltana Road/Kallaroo Road onto Pialligo Avenue
  • modifications at the intersection of Pialligo Avenue and Terminal Avenue
  • some of the new landscaping rain gardens in the verge and a variety of grasses and shrubs
  • parking on both sides of Beltana Road
  • 2 zebra style crossings at either end of Beltana Road (which will ultimately become raised crossings)
  • new stormwater infrastructure
  • driveway improvements providing safe crossings into businesses.

We expect to recommence on site around the middle of the year.

We acknowledge this is frustrating for local businesses, residents and visitors to Pialligo. We are continuing to work with businesses to ensure access is maintained at all times and to limit the impact as much is possible.
