Green bins in new development design

The Development Control Code for Best Practice Waste Management 2019 (PDF 4.4MB) directs design professionals on how to incorporate best practice waste management principles and requirements into the design, construction and operation of new developments. Space allocations for green bins, as per Table 1 below, must be included as part of the Waste and Resource Management Plan submitted with Development Applications for residential or mixed-use developments.

Table 1 - Green bin space allocations

No.

Property type

Allocation type

Allocation#

1

Single unit or dual occupancy dwelling with individual garbage and recycling mobile garbage bins (MGBs)

Basic allocation

1 x 240 litre MGB per each residential unit.

2

Multi-unit residential developments with individual garbage and/or recycling MGBs

Basic allocation

1 x 240 litre MGB per each residential unit.

3

Multi-unit residence with shared garbage and recycling bins#:

3.1

With ground floor private open space
(e.g. courtyard, front garden area)

Allocation A

Total area of ground floor residences (in square metres) divided by 300. Rounded up to the nearest bin.

Example: If the total area of ground floor units with private open space is 1,200 square metres, then the allocation will be 4 MGBs.

3.2

Without private open space

Allocation B

1 x 240 litre MGB per 50 residential units.

3.3

With a mixture of type 3.1 and 3.2

Allocation A for 3.1 and Allocation B for 3.2

The allocation is calculated separately for type 3.1 and type 3.2 residences to derive the total allocation.

# Note: No multi-unit development shall receive an allocation greater than one single MGB per residential unit. This allocation table is provided for the design of new buildings to accommodate the inclusion of green bins. Once occupied, multi-unit dwellings are not automatically eligible for the Territory provided green bins service. Residents of multi-unit dwellings with a shared waste service should talk to their strata or body corporate manager about registering for a green bin.
